There should be a device or multiple devices that monitor the energy usage of the grid connection and communicate this to certain devices that can control the power usage as a certain moment in time. For example, a master charger and a group of chargers. If then if the master charging knows how much energy is used in the building, then they can reduce the power limits of the group of chargers so that they will not overflow the grids.
